We plan to adjust v3 BNB Farm Emissions from 0.75 to 0.74 CAKE/block immediately.

We're also suggesting reducing Aptos Farm Emissions to 0.04 CAKE/block.

These optimizations bring us closer to achieving ultrasound CAKE.
