Note I am specifically talking about the wallet functionality, rather than the node or consensus system.

CPFP is not enforced by the wallet as much as it is by the miners. You get funds, you can spend them. It’s the miners that actually see the two transactions and, if the fee is high enough, decide to include both of them.
